Majority of UK homeowners think government can do more on net zero

98% of people in the UK believe the government will not reach its net zero targets, according to new figures released today. Electric heating manufacturer Fischer has conducted their 2024 Future Heat Survey reaching over 5000 members of the public across the UK and discovered only 1.6% believe the government will hit its goal of reaching net zero by 2050. 14% of the UK's carbon emissions come from domestic energy use, of which the majority comes from the use of fossil fuel heating systems. The UK has legally committed to reach net zero by 2050. Fischer CEO, Keith Bastian, who commissioned the survey said: "It's clear to see to see that the majority of the UK doub the government's approach to net zero. It's evident that a change in tactic is needed in order to get the public back on board"

Pittsburg Provides ADU Guidebook and Building Plans

The East Bay City has taken advantage of a state grant program to help ease residents' experience in developing Accessory Dwelling Units. The City of Pittsburg plans significant improvements to its Accessory Dwelling Unit (ADU) permitting process and accessibility with the release of the ADU Guidebook and permit-ready plan set, slated for public release on April 19, 2024. The City received grant funding from the Senate Bill (SB) 2 Planning Grants Program to develop helpful tools and resources to further housing production. The City's Permit-Ready ADU Plan Set was drafted to aid in the overall cost to construct and reduce review timelines. The plan set will be available free of charge to Pittsburg residents looking to build an ADU within City Limits. The Permit-Ready ADU Plan Set consists of 750 square feet and includes two bedrooms, one bathroom, and a separate living and dining area. As part of the development of the Guidebook, the City identified commonly asked community questions pertaining to the construction of an ADU in the City. Staff used this information to draft the Guidebook in a "How-to-ADU" format to create an easy-to-read guide for public use. The Guidebook provides an in-depth review of ADU Basics, Frequently Asked Questions, permitting, and other resources. "Pittsburg strives to meet the housing needs of all community members," says John Funderburg, Assistant Director of Community and Economic Development. "The release of the ADU Guidebook will increase public knowledge of the different types of accessory dwelling units available." The City notes that ADUs have the potential to help increase housing supply, provide an affordable housing option for residents, allow extended family, elderly, or disabled persons to live independently yet close to family members or caregivers, and can benefit homeowners by providing extra income. Breaking Ground on a New BART Pedestrian and Bike Trail

Pittsburg and Contra Costa Transportation Authority break ground on a new BART Connectivity Project The City of Pittsburg and the Contra Costa Transportation Authority (CCTA) celebrated the groundbreaking of the BART Connectivity Project. Once completed, the project will add more than 1.5 miles of new trails and pathways to Pittsburg and connect several new developments to public transportation. It has taken more than a decade to bring to fruition this key component of Pittsburg and CCTA's shared goals to reduce automobile reliance, roadway congestion and carbon emissions. The project is the largest single implementation of the Pittsburg Active Transportation Plan to date and made possible by a CCTA One Bay Area Grant (OBAG) of $3.87 million, a $600,000 Pedestrian, Bicycle and Trail Facilities Grant from BART, $58,000 from the Transportation Development Act, and $75,000 from the City's Measure J and Measure M funds. The total cost is expected to be $4.5 million. "This project has been envisioned as part of the Railroad Avenue Specific Plan since its adoption in 2009, and the project in itself is a traffic mitigation measure, in that it will further provide residents with a safe alternative to the automobile, encouraging fewer cars on the road," says Mayor Juan Antonio Banales. "At the same time, the project will also help transform Railroad Avenue, adding an aesthetic value that will welcome residents and visitors entering and commuting," added Mayor Banales. As three young bicyclists waited at the junction of the new bike path and the existing Delta de Anza Trail, CCTA Chair and Danville Mayor Newell Arnerich, noted the importance of providing such infrastructure for future generations. An avid hiker in his younger years, Jeff Bellerose's views of the coastline and mountains employ a dazzling light to convey the profound sense of wonder experienced while exploring nature. Stephen Coyle's expansive views of the National Seashore on Cape Cod convey calm, reflection, and transcendence about the passage of time. In "The State of Registered Apprenticeship Training in the Construction Trades, 2024 Edition," the authors develop a comprehensive, first-of-its-kind national assessment of construction apprenticeship programs, detailing the number of registrations, completion and cancellation rates, demographic trends, program design, wage rates and more across seventeen different skilled trades. Assessing apprenticeship outcomes in the United States has historically been complicated by data problems. Individual states and the federal government each maintain systems for tracking apprentices, however the systems are somewhat incompatible, and the data are often incomplete and contain inaccuracies. Relying on decades of experience, Bilginsoy developed a methodology that addresses these concerns and he teamed with co-author Russell Ormiston-an economics professor at Allegheny College-to produce the most comprehensive analysis of apprenticeship programs in America's construction trades to date. "Registered apprenticeship programs are the lifeblood of the American construction industry however there have been obstacles that have made assessing outcomes particularly challenging," Ormiston said. "We hope that by resolving many of these data problems that this report will be an important benchmarking and policy tool for construction stakeholders across the country." Construction trades represent 65% of all registered apprenticeships in the United States. "The State of Registered Apprenticeship Training in the Construction Trades, 2024 Edition" opens by providing historical perspective of industry employment, the age of skilled tradespeople, and the job choices made by young workers. It then offers 14 chapters featuring simple, easy-to-read graphs that detail patterns in apprenticeship registrations and outcomes across states, trades, demographics, training models, and the union affiliation of programs. "In general, labor market data shows an aging construction workforce in certain trades at a time when we are seeing a spike in construction demand," Bilginsoy said. "The good news is that apprentice registrations are once again rising across most trades, with strong growth in electrician programs leading the way." This Year's edition details how joint, or union-affiliated programs deliver the vast majority of new apprentice registrations and completions, as well as stronger diversity outcomes, and substantially higher exit wage rates on average, it notes that the non-joint (non-union) side of the apprenticeship system has been gaining market share and suffered from less volatility during the COVID-19 pandemic. Today, non-joint programs account for the majority of new apprentices in electrical and HVAC trades that often have state or local licensing regulations, and nearly forty percent of plumbing and pipefitting apprentices. "Registered apprenticeship programs offer a pathway to good-paying blue-collar jobs that have long been the backbone of the American middle class," Ormiston added. "These are important workforce training programs that often do not require a nickel of student debt or a dime of government tax dollars. This new annual publication offers an accessible way to understand how different programs and trades are faring in developing a stable and diverse workforce for the industry." Bilginsoy and Ormiston detail that while "time-based" programs requiring set numbers of classroom and on-the-job training hours represent the overwhelming majority of training models in both joint-and non-joint programs-joint programs are now three times more likely to offer "hybrid programs"-or programs that require specific hours of classroom and workplace training plus a demonstrated trade competency in order to graduate. Data suggest skilled trade apprenticeship is functioning as an alternative to college for many young Americans, with 20 being the most common starting age of new apprentices and more than 93% with at least a high school diploma or GED. However, "The State of Registered Apprenticeship Training in the Construction Trades, 2024 Edition" presents key distinctions within demographic subcategories, and highlights that many older workers are able to pursue mid-career transitions into the skilled trades.
