Kelsey joined Ceres in December 2021 as Manager for Banking Financial Regulation. In this role, Kelsey works to spur U.S. financial regulators to address systemic climate risk. This includes research and analysis on transition and physical risk, and engaging with the Federal Reserve, Office of the Comptroller of Currency, and FDIC to recommend strategies that address these risks. 

Prior to Ceres, Kelsey worked for four years as an Associate Attorney at the whistleblower law firm Kohn, Kohn & Colapinto. She represented whistleblowers in administrative actions and litigation under the False Claims Act and environmental/wildlife, anti-corruption, and securities whistleblower laws. She also advised the firm on ongoing environmental issues related to corruption and fraud, and the impact of these issues on whistleblowing. 

Kelsey holds a BS in Environmental Science from Northeastern University. She also holds a JD from Northeastern University School of Law, where she focused on environmental and poverty law, including in her four internships with the Massachusetts Department of Environmental Protection, the Massachusetts Law Reform Institute, the Western Environmental Law Center, and the Environmental Law Institute. She is a member of the DC Bar.
