The 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change

Being elected by unanimous decision as the host country for COP29 is really a big honour for us. We consider it as a sign of respect from the international community to Azerbaijan and what we are doing, in particular, in the area of green energy.

FRAMEWORK FOR ACTION

We all have a moral duty to avoid overshooting the 1.5°C temperature target. But the window of opportunity is closing and we must focus on the need to invest today to save tomorrow. Our fixed priority is delivering deep, rapid and sustained emission reductions now to keep temperatures under control and stay below 1.5°C, while leaving no one behind.

Our fixed objective

The COP29 Presidency’s plan is based on two mutually reinforcing parallel pillars. The first pillar — to “enhance ambition” — combines key elements to ensure all parties commit to ambitious national plans and transparency. The second pillar — to “enable action” — reflects the critical role of finance, a key tool to turn ambition into action and reduce emissions, adapt to climate change and address loss and damage.

The COP29 Presidency is listening to and engaging with a broad range of international stakeholders. It is working to ensure everyone’s voices are heard and perspectives are considered and included so that we deliver inclusive outcomes based on shared solutions. We are optimistic that together we can make real progress.

Azerbaijan’s Green Energy Transition Initiatives

Azerbaijan is committed to developing its renewable energy potential, which is an important part of the country’s plan to reduce greenhouse gas emissions by 40% by 2050. The country intends to increase renewable power capacity to 30% by 2030 and diversify its existing energy system to become a leader in green energy. Azerbaijan is committed to leading by example and will update its national targets in its next 1.5-aligned Nationally Determined Contribution.

WIND

Azerbaijan's wind energy potential holds immense promise, with both onshore and offshore resources presenting significant opportunities for sustainable power generation.   The country boasts 3 GW of economic potential of onshore wind, as well as an impressive 157 GW of technical capacity of offshore wind.   Significant strides have already been made in making this potential a reality, with notable projects in partnership with companies such as ACWA Power and Masdar already underway.

HYDRO

Hydropower accounts for about 10% of the country’s domestic annual electricity generation.   About 25% of the country’s freshwater resources are concentrated in the Karabakh and East Zangazur regions, making hydropower a critical part of achieving the 2050 Net Zero target in these designated Green Energy Zones.   The crown jewel of Azerbaijan's hydropower infrastructure is the Mingachevir Hydroelectric Power Plant, which boasts an impressive installed capacity of 424 MW.

SOLAR

Azerbaijan’s economic potential of solar energy is 23 GW. The region's favourable climate, boasting 2,400-3,200 hours of sunshine annually, gives Azerbaijan strong potential as a solar energy producer.   In October, the 230 MW Garadagh Solar PV Plant was inaugurated. Several other projects are underway, and the country continues to sign agreements with stakeholders interested in its solar energy.   As Azerbaijan expands its solar energy infrastructure, the country is working with partners from the public and private sector, including businesses and multilateral development banks – stakeholders central to negotiations at COP29.

GREEN HYDROGEN

With the support of the European Bank for Reconstruction and Development (EBRD), Azerbaijan began exploring low carbon hydrogen production in February 2023.   Azerbaijan is actively working to bring its vision of a dynamic green hydrogen sector to life. The collaboration agreements inked with global private sector actors will enable the development of around 10 GW of renewable energy in the medium term that can contribute to the production of hydrogen.

COP29 Presidency Attends Petersberg Climate Dialogue

The COP29 Presidency attended the Petersberg Climate Dialogue, alongside high-level representatives from around 40 countries to discuss concrete steps towards overcoming the climate crisis and strengthening confidence in the multilateral climate system.    During the summit, the COP29 President collaborated with high-level and ministerial actors to emphasise the COP29 Presidency’s priorities for the year ahead and underline its support for the COP30 Presidency of Brazil. COP29 Presidency welcomes Joint Statement by the Network of vulnerable countries

The COP29 Presidency is delighted to congratulate the Network of Climate-Vulnerable Countries Affected by Conflicts or High Levels of Humanitarian Needs on the adoption of significant position documents following the Network’s First Strategy Meeting held in Abu Dhabi on 26–27 February 2025.   Organised by the COP29 Presidency and hosted by the United Arab Emirates Ministry of Foreign Affairs (MOFA), the meeting brought together high-level representatives of climate-conflict-vulnerable countries, international organizations, and financial institutions. Over the course of the meeting, the participants discussed practical steps to unlock climate finance and strengthen national capacities, with a view to better addressing the impacts of environmental vulnerability and conflict.   Following the meeting, Network members concluded the work on a significant Joint Statement, underscoring the urgent objective of reaching targeted solutions of increased financing, transparent policy frameworks and joint actions. The adopted statement also highlights the Network’s Roadmap of both vision and timeframe of joint actions, including the development of scalable pilot projects.   The COP29 Presidency also thanks fellow State parties for high evaluation in the documents of COP29 Presidency leadership in further advancing the cause of vulnerable countries, in particular the endorsement of the landmark Baku Call  on Climate Action for Peace, Relief, and Recovery and its practical arm Baku Climate and Peace Action Hub (Baku Hub) developed within a unique partnership of Azerbaijani COP Presidency with Co-lead partners. Thus the Joint Statement recognized “the Baku Climate and Peace Action Hub (Baku Hub), forming for the first time in the history of climate diplomacy a concrete mechanism aimed at at “fostering further action to deliver on identified solutions” for the benefit of climate-vulnerable and conflict-affected countries”.   We also welcome the joint stance by Network members, donor countries and other stakeholders to maintain momentum in the lead-up to key international forums, including the 2025 high-level climate and development summits, in coordination with the Baku Hub and its Co-lead partnership. The COP29 Presidency reiterates its commitment to further engage through the Baku Hub with all relevant partners for supporting the Network and delivering on shared objectives, while strengthening national capacities, forging joint action in line with our declared vision of “Solidarity for a green world.”

COP29 Presidency attended the Sustainable Energy for All conference in Barbados

The COP29 Presidency attended the Sustainable Energy for All conference, the leading forum for international leaders and UN officials to discuss how capital can be better directed towards sustainable energy.    During the summit, the Presidency collaborated with the public, private and charitable actors present in Barbados to emphasise the urgency of accelerating the clean energy transition and the critical role that climate finance can play in enabling it.    During the conference, the COP29 President attended several engagements and held important bilateral meetings.   Speaking engagements   Delivered an address to the opening plenary on the critical role of sustainable energy in driving global progress. Delivered remarks at a panel discussion with the COP30 Presidency focusing on the Road towards Belém COP30.   Bilateral meetings   Bilateral with Mr Selwin Hart, UNSG Special Adviser, Assistant-Secretary General for Climate Action Team. Trilateral with UNFCC ES Mr Simon Stiell and COP30 President Designate Mr André Aranha Corrêa do Lago. Bilateral with Ms Damilola Ogunbiyi, the CEO and Special Representative to the UN Secretary-General for SEforALL. Bilateral with Ms Mafalda Duarte, Executive Director, Green Climate Fund. Bilateral with HE Mia Mottley, Prime Minister of Barbados. Bilateral with Dr Armstrong Alexis and Dr James Fletcher, representatives from CARICOM.   The engagements in Barbados provided an opportunity for the COP29 Presidency to remind everyone that amidst challenges to the multilateral system, the benefits of the COP process remain and can deliver for people around the world.
