In 1965, Bill Lockyer received his B.A. in political science from the University of California, Berkeley. After earning a teaching credential from CSU Hayward the following year, Bill Lockyer worked for his father's roofing business and as a forklift driver at Ward's before beginning his career in government on the staff of Assemblyman
Robert W. Crown. Bill Lockyer earned his Juris Doctor from the University of the Pacific McGeorge School of Law in 1986. As a member of the San Leandro Unified School District's School Board, as chair of the Alameda County Democratic Central Committee, and as California coordinator for Senator George McGovern's 1972 presidential campaign, Bill Lockyer launched his own political career.
After his political mentor, Bay Area Assemblyman Robert W. Crown, died tragically in a car accident on September 4, 1973, Bill Lockyer first won a seat in the State Assembly in a special election. For the next 25 years, he served in the legislature, spending more than half of that time in the state senate, where in 1994 his peers elected him to be President Pro Tem, the most important position in the upper legislative chamber.
Bill Lockyer earned a legal degree from the McGeorge School of Law, University of the Pacific, and attended Sacramento law school classes in his free time.
